1 Apologies Receive any apologies for absence

2 Declarations of Interest
Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Notwithstanding this item, Members may subsequently declare an interest at any point during the meeting.

3 Minutes of the previous Meeting
Receive and confirm the accuracy of the Minutes of the Meeting of the Parish Council held on the 18 November 2009 (previously circulated).

4 Public Participation (S.O 68)
The meeting will recess for not more than 15 minutes so as to allow any members of the public to address the meeting.

5 County and District Councillors Reports
(a) Receive a report and any apologies from the County Councillor
(b) Receive a report and any apologies from the District Councillors

6 Village Matters
(a) Havant and Waterlooville CAB Outreach Service: To receive any update on changes to the Denmead Outreach service.
(b) Denmead Parish Plan: The Parish Council took a stall at the Denmead Horticulture Show on Saturday 15 August to promote the need for a Parish Plan. This generated interest from a number of residents who volunteered their services to help produce a Plan. A further meeting to progress this was held on 7 November 2009. A follow on meeting which will be chaired by a resident is being arranged. To receive any update.
(c) Denmead War Memorial Hall: The Memorandum of Understanding has been signed by Full Council. A draft of the Land Registry Transfer of Title has been received and previously circulated. A map showing the area referred to has now been received together with an email dated 4 January 2010. To consider and determine action.

7 Correspondence
(a) All Saints Church: A letter dated 17t December 2009 with a request for support and grant for an extension to the Church Hall Storage. To consider and determine action.
(b) Winchester City Council: Notification that precept requirements should be received by 13 January 2010. Due to the timing of this meeting, WCC have agreed a days grace. To note
(c) Winchester City Council: An invite to budget discussions on Wednesday 27 January at 6.00pm in the Walton Room, Guildhall Winchester has been received. To consider attendance by a councillor(s) as an approved duty.
(d) Hampshire Constabulary: A letter dated 24 November 2009 giving an update on a recent incident at the Pavilion. To note.

8 Membership of NALC [min ref 96/10FAP]
(a) FAP considered a letter (previously circulated) from Steve Lugg, Chief Executive of HALC regarding continued membership of NALC. A letter from the National Association (copy attached) outlining the case for HALC staying within the national structure has since been received. FAP referred this matter to Full Council for consideration. To consider and determine action.

9 Budget 2010/11 .
(a) Budget 2010/11: To consider and determine the budget for the year 2010/11.
(b) Precept 2010/11: To consider and agree the Precept figure for 2010/11.

10 Parish Scene
(a) Parish Scene 102 was distributed during December. Copy for PS103 should reach the Editor by 31 January 2010. To note.
(b) Consider and determine any other matters arising

11 Call out Rota
(a) To review a report from the Clerk with the need for a call out rota and the method of implementing this. To consider and determine action.

12 Financial
(a) Orders for Payment (S.O.40) Consider and approve the Orders for Payment (previously circulated).
(b) Consider and determine any other financial matters arising.

13 To receive the Minutes, Reports, Recommendations and Resolutions from the meetings listed below:- Note: In accordance with S.O.46(c) the only Minutes to be received by Council are those that have been approved by the said committee.
(a) Amenities Committee – Minutes of 21 October 2009
(b) Finance, Administration & Personnel Committee – Minutes 27 October 2009
(c) Highways & General Purposes Committee – Minutes 4 November 2009
(d) Planning Committee – Minutes of Meetings held 11 and 25 November and 9 December 2009.

(a) Children’s Fund (DAN Nights): Cllr Hull

(c) Denmead Community Association: Cllrs C & G Phillips
(d) Winchester District Association of Local Councils: Cllrs Hallett and Knight.
(e) Hambledon and Denmead Welfare & Educational Trust (formerly John Ring Charity): Cllr Hallett
(f) Denmead Festival: Cllr Lander-Brinkley. To receive and consider a minute from Cllr Lander-Brinkley.
