You are summoned to attend a meeting of the PLANNING COMMITTEE of the PARISH COUNCIL OF DENMEAD as detailed below:

TIME, DATE AND LOCATION: 7.30 pm on Wednesday 20 January 2010 in The Old School, School Lane, Denmead.
MEMBERS: Cllrs: Andreoli (Chairman), Bendall, Gibbs, Hallett, Hull, Knight, Lander-Brinkley, G Phillips & Smart.
A G E N D A
1. Apologies: To receive any apologies.
2. Declarations of Interest: Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Not withstanding this item, Members may subsequently declare an interest at any point during the meeting.
3. Minutes of Previous Meeting: To receive and confirm the accuracy of the Minutes of the previous meeting held on 6 January 2010. (Previously circulated).
4. Public Participation: The meeting will recess for not more than 15 minutes for questions and comments from members of the public in respect of planning issues.
5. Planning Applications: To consider and make comment on any planning applications received from Winchester City Council and any other authority in respect of applications appertaining to the Parish of Denmead.
6. Incomplete Applications: It was previously noted that the application relating to Alexandra House, Hambledon Road referred to a letter, plans and photographs which had previously been submitted to Winchester City Council and were not attached to the application and that the application relating to 51 Hatchmore Road was missing some of the plans referred to in the application form. It was further noted that a number of applications were being received without contact telephone numbers which made arranging site visits very difficult. It had been resolved that a letter be sent to the Head of Planning Management regarding these issues. A letter had been sent and a response is awaited. To note.
7. Decisions Received: To receive the decision(s) of Winchester City Council and Hampshire County Council in respect of planning applications appertaining to the Parish of Denmead. (Previously circulated.)
8. Matters Arising: To deal with any matters arising.
9. Correspondence Received: To receive, consider and determine action to be taken on correspondence received and not covered elsewhere in this agenda.
a) Brian Jezeph Consultancy: A further letter has been received from Brian Jezeph Consultancy. To receive a report from Cllr Andreoli.
10. Outstanding Matters: To deal with any matters outstanding.
a) Minerals and Waste Core Strategy: A consultation document had previously been received from Hampshire County Council on changes to the Hampshire Minerals and Waste Core Strategy. Cllr Andreoli agreed to review the document and report back to a future meeting. To note/receive a report.
11. Matters at Appeal:
a) Little Frenchies Field: Appeal lodged. To be heard by way of Public Inquiry on 16/17/18 February 2010 at The Old School. To receive any update.
12. Matters relating to building developments within the Parish:
a) Roman Green – Adoption of Open Space: (25.4.01): Transfer & Registration has been completed. Refer to Amenities Committee.
b) Land at and to the rear of Buena Vista: To receive any update.
13. West of Waterlooville Major Development Area: To receive any update.
14. Winchester Local Development Framework: To receive any update.
15. Planning Application for The Barn, Forest Mead: To receive any update.
16. Affordable Housing:
a) Land adjacent to Kidmore Lane: To receive any update.
b) Land adjacent to Old River: To receive any update.
c) Public Consultation: To review the consultation.
d) Letter from Mr Williams: A further letter (copy attached) has been received from Mr Williams. To discuss and determine action to be taken.
e) Letter from Mr Wyllie: A letter (copy attached) has been received from Mr Wyllie. To discuss and determine action to be taken.
17. Planning Applications: To distribute applications for the next meeting.
18. Exempt Business: To pass a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matters where publicity might be prejudicial to the special nature of the business namely Enforcement Issues, Tree Preservation Orders and Legal Matters.
