You are summoned to attend a meeting of the AMENITIES COMMITTEE of the PARISH COUNCIL OF DENMEAD as detailed below:

2. Declarations of Interest:
Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Not withstanding this item, Members may subsequently declare an interest at any point during the meeting.
3. Minutes of Previous Meeting:
To receive and confirm the accuracy of the Minutes of the meeting held on 2 December 2009.
4. Public Participation:
The meeting will, if required, recess for not more than 15 minutes for questions and comments from members of the public.
5. Matters referred by Full Council/Other Committees:
a) Referred by Highways and General Purposes Committee - 16.12.09: 117/10H - Provision of a safety notice regarding the use of BMX bikes on the highway without brakes and lights: At the above meeting PCSO Day answered questions from members on various items including the issue of push bikes, especially BMX bikes without lights and brakes. It was RESOLVED to refer the suggestion of the provision of a Safety Notice, to be affixed to the Skate Park, warning of the dangers of using BMX bikes on the highway without brakes and lights to the Amenities Committee for further consideration. To discuss and determine action to be taken.
6. Matters arising from previous Minutes (not covered elsewhere on the agenda):
a) Letter of complaint from Mr C Smith, Millbeck House, 60 London Road, Cowplain re Play Ground, KGV Field (Min ref: 68/09A): Nothing further to report on this item. To note.
b) Letter from Mr Martin, Two Farthings, Ashling Close (Min ref: 89/10A): At the last meeting Cllr Harrison advised members that he had looked at this matter and moving the bench was not currently an option as there was nowhere to move it to. It was AGREED that this item would be deferred to the next meeting of the Landscape Working Party to look at other sites. To receive an update from Cllr Harrison.
c) Ashling Pavilion – Use as Day Care Facility (Min ref: 57/10A): At the last meeting it was AGREED with the exception of items 12 and 14 of Mrs Josephs’ letter dated 23 November 2009, the questions raised would be passed to the Ashling Pavilion Working Group to expedite as soon as possible. Items 12 and 14 should be passed to the Clerk to expedite as soon as possible; the last point in Mrs Josephs’ letter would need to be discussed and not just left to one officer to make a decision on it. It was also AGREED that the Clerk should produce a report for the Finance, Admin and Personnel Committee on these two points for the FA&P to carry through as soon as possible. To receive an update.

7. Head Groundsman’s Report: To note the Status Report and Works Programme submitted by the Head Groundsman.

8. New Communications: None received.

9. Landscape Working Party:
a) To receive and accept the Minutes of the meeting of the Landscape Working Party held on 5 January 2010 (copy attached).
b) To receive a report from the LWP Chairman.

10. Sports Sub-Committee:
a) To receive and accept the Minutes of the meeting of the Sports Sub-Committee held on 16 November 2009 (copy attached).
b) To receive a report from the Sports Sub-Committee Chairman.

11. Youth Provision Working Party (YPWP):
a) To receive and accept the Minutes of the meeting of the Youth Provision Working Party held on 21 January 2010.
b) To receive a report from the YPWP Chairman:
(i) Youth Opportunities Fund Grant (YOFG) – Skate Park bid: To receive an update.
c) The Barn Playground: To receive an update.

12. Ashling Park Improvements Working Party (Min ref: 86/09A Open Space Projects):
a) To receive a report from the Chairman of the Working Party.
b) Referred by Ashling Park Improvements Working Party 16.12.09: 108/09/APIWP - Structure of Working Party: At the above meeting Cllr Lander-Brinkley stated that following the resignation of Cllr Martin from the Parish Council a vacancy had arisen on this Working Party. He added that as there had not been a meeting of the Working Party since the 7 July there had not been an opportunity to fill the vacancy. Following discussions with the Clerk to the Council, Cllr Reed had been invited and had agreed to join the Working Party. It was RESOLVED to refer this to the Amenities Committee for ratification. To discuss and determine action to be taken.

13. Matters Relating to Ashling Pavilion:
a) Vandalism: Receive an update from the Clerk.
b) Ashling Pavilion Working Group:
(i) Ashling Pavilion Working Group: A meeting of the Ashling Pavilion Working Group was held on 20 January 2010. To receive an update from Cllr Reed.

14. Outdoor Gym: It was AGREED at the last meeting that Cllrs Lander-Brinkley and C Phillips would move this matter forward in conjunction with the DCA. An e-mail has been received from the Chairperson, DCA on this subject (copy attached). To discuss and determine action to be taken.

15. Matters Raised by Councillors: To take note of any matters Councillors wish to bring to the Committee’s attention for inclusion on the next agenda. (No decisions can be taken).
