Note to Members: Prior to the start of the meeting and the formal business for the evening, there will be a talk at 7.00pm from Cllr Dr. Colin Mercer of HALC regarding the matter of HALC’s continued membership of NALC. Councillors will have an opportunity to ask questions of the speaker.

2 Declarations of Interest
Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Notwithstanding this item, Members may subsequently declare an interest at any point during the meeting.
3 Minutes of the previous Meeting
Receive and confirm the accuracy of the Minutes of the Meeting of the Parish Council held on the 13 January 2010 (previously circulated).
4 Public Participation (S.O 68)
The meeting will recess for not more than 15 minutes so as to allow any members of the public to address the meeting.
(a) To receive a request from the Manager of the Denmead Community Association regarding the Annual Parish Assembly.
5 County and District Councillors Reports
(a) Receive a report and any apologies from the County Councillor
(b) Receive a report and any apologies from the District Councillors
6 Village Matters
(a) Havant and Waterlooville CAB Outreach Service: To receive any update on changes to the Denmead Outreach service.
(b) Denmead Parish Plan: The Parish Council took a stall at the Denmead Horticulture Show on Saturday 15 August to promote the need for a Parish Plan. This generated interest from a number of residents who volunteered their services to help produce a Plan. A further meeting to progress this was held on 7 November 2009. A follow on meeting which will be chaired by a resident is being arranged. To receive any update.
(c) Denmead War Memorial Hall: The Memorandum of Understanding has been signed by Full Council. A draft of the Land Registry Transfer of Title, a map showing the area referred to and an dated 4 January 2010 has been received and previously circulated. The matter of any further legal costs incurred by DPC was due to be raised at the February meeting of the War Memorial Hall Management Committee. To receive any update and consider and determine action.
7 Correspondence
(a) WCC Key Decisions in March 2010: To note and determine any matters arising.
(b) NSPCC: Request from the NSPCC to become a campaign partner to promote awareness of NSPCC Helpline. To consider and determine action.
8 Membership of NALC [min ref 96/10FAP]
(a) To consider the presentation from Cllr Dr Colin Mercer regarding HALC’s continued membership of NALC.
(b) Council and FA&P have previously discussed this matter and given their support to the proposal by HALC to withdraw their membership from NALC. The Chairman of the Council was given delegated authority to complete the survey from HALC regarding the same. To reconsider and determine action.
9 Annual Parish Assembly
(a) To consider a recommendation from FA&P that this years assembly is themed on Emergency Response by HCC/WCC or Climate Change with a presentation from either organisation or WinACC. To consider and agree a theme.
(b) To consider a request from the manager of the DCA allowing her to launch Community Art at this years assembly.
(c) To consider the format for the APA, including speakers and guest invites, and to request refreshments from the Denmead Evening WI. To consider and agree.
10 Parish Scene
(a) Parish Scene 103 has been sent to the printer. Delivery is planned for the first week of March. To note.
(b) The 2010/11 budget has been increased to allow printing of the Parish Scene by Hampshire Printing Services. This will give a better quality of finish. To agree that starting with the Summer edition (PS104), the Parish Scene will be printed by Hampshire Printing Services.
(c) Consider and determine any other matters arising
11 Financial
(a) Orders for Payment (S.O.40) Consider and approve the Orders for Payment (previously circulated).
(b) Accounts: To note that the January 2010 Accounts (previously circulated) have been issued.
(c) To receive a memo (copy attached) from Cllr Lander-Brinkley following his attendance at a budget consultation between local councils and WCC. To consider and determine any matters arising.
(d) Consider and determine any other financial matters arising.
12 To receive the Minutes, Reports, Recommendations and Resolutions from the meetings listed below:- Note: In accordance with S.O.46(c) the only Minutes to be received by Council are those that have been approved by the said committee.

(e) Hambledon and Denmead Welfare & Educational Trust (formerly John Ring Charity): Cllr Hallett
(f) Denmead Festival: Cllr Lander-Brinkley. To receive an oral report from Cllr Lander-Brinkley.
14 Any other report which the Chairman deems urgent – NO DECISIONS can be made.
