Members are summoned to attend the MEETING OF DENMEAD PARISH COUNCIL as detailed below:

1 Apologies Receive any apologies for absence
2 Declarations of Interest: Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Notwithstanding this item, Members may subsequently declare an interest at any point during the meeting.
3 Minutes of the previous Meeting: Receive and confirm the accuracy of the Minutes of the Meeting of the Parish Council held on the 19 May 2010 (previously circulated).
4 Public Participation (S.O 68)
The meeting will recess for not more than 15 minutes so as to allow any members of the public to address the meeting.
5 County and District Councillors Reports
(a) Receive a report and any apologies from the County Councillor
(b) Receive a report and any apologies from the District Councillors
6 Financial
(a) Orders for Payment (S.O.40) Consider and approve the Orders for Payment (previously circulated).
(b) Accounts: To note that the May Accounts (previously circulated) have been issued.
(c) Accounts for the year ending 31 March 2010:
(i) To receive the audited year-end accounts for 2009/2010 [copy attached]
(ii) To approve these audited accounts and authorise the Chairman and RFO to sign them on behalf of the Parish Council.
(iii) Annual Return - 2009/2010 Accounts:
a. To note that the Internal Auditor has carried out a review of the Accounts for the year ended 31 March 2010 and completed an audit report
b. To approve the annual governance statement - Section 2 of the Annual Return on page 3 (copy to be tabled at meeting)
c. Authorise the Chairman and RFO to sign Section 1 and Chairman & Clerk/RFO to sign Section 2 of the Return.
d. To receive and note the Audit Report Section 4 page 5 (copy to be tabled at meeting) & Risk Assessment on the Financial Systems’ Internal Controls for 2009/10 prepared by the RFO and signed by the Internal Auditor (previously circulated).
(d) Consider and determine any other financial matters arising.
7 Village Matters
(a) Havant and Waterlooville CAB Outreach Service: To receive any update on changes to the Denmead Outreach service.
(b) Natwest Denmead: A notice is on display at the bank to advise customers that the branch will close permanently from 3.30pm on Friday 30th July 2010. To receive any update on actions taken .
(c) Denmead Show: DPC took a stall at the Show last year to promote the development of a Parish Plan. This year’s Show will be held on 21 August 2010. To consider and agree whether DPC wishes to continue with a presence at the Show.
8 Correspondence
(a) Letters of thanks for Grants received (to be tabled at the meeting): To receive letters of thanks for grants received from Vitalise, Homestart and Denmead Choral Society. To note.
(b) Letter from Dickson Kiti: To receive a letter from Dickson Kiti from his school in Mombasa. To note.
(c) Email from HCC Head of Passenger Transport: Invitation to a consultation evening on concessionary fares. To consider Council representation.
(d) Community Strategy Refresh 2010: To consider any response to the consultation by the end date of 13 August 2010
9 Parish Scene
(a) Parish Scene 104 has been distributed. To consider any matters arising from this issue.
(b) Parish Scene 105 is due for distribution during September. The copy deadline for this issue is 31 July 2010. To discuss and agree articles for inclusion in this issue.
(c) Consider and determine any other matters arising
10 Vacancy on the Parish Council
Following the resignation of Cllr Bendall, one seat on the Council is now vacant. To consider declaring a casual vacancy and to put in motion the procedure to fill the vacancy by co-option.
11 Councillor Training: A training evening has been agreed for 15 July 2010 at 7.00pm in the Pavilion. It was also agreed to use this evening to update the ‘Aims and Aspirations’ document and incorporate this into the format of a Parish Plan. To receive an update of the format and outputs of the evening.
12 To receive the Minutes, Reports, Recommendations and Resolutions from the meetings listed below:- Note: In accordance with S.O.46(c) the only Minutes to be received by Council are those that have been approved by the said committee.
(a) Amenities Committee – Minutes of meeting held 21 April 2010

(c) Highways & General Purposes Committee – Minutes of meeting held 5 May 2010

14 Any other report which the Chairman deems urgent – NO DECISIONS can be made.
15 EXEMPT BUSINESS
To pass a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for discussion re personnel or confidential matters where publicity might be prejudicial to the special nature of the business.
