2. Declarations of Interest:
Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Not withstanding this item, Members may subsequently declare an interest at any point during the meeting.
3. Minutes of Previous Meeting:
To receive and confirm the accuracy of the Minutes of the meeting held on 27 January 2010.
4. Public Participation:
The meeting will, if required, recess for not more than 15 minutes for questions and comments from members of the public.
5. Matters referred by Full Council/Other Committees:
a) Referred by Planning Committee - 20.01.10: 415/10P - Roman Green - Adoption of Open Space: Transfer and Registration had been completed. It was RESOLVED to notify the Amenities Committee that the land had now been transferred to the Parish Council. To note.
b) Referred by Planning Committee – 03.03.10: A request was made at the Public Session by the Save Little Frenchies Field Action Committee to display a banner on the Green to promote their campaign. To consider and determine action.
c) Referred by Highways and General Purposes Committee - 16.12.09: 117/10H - Provision of a safety notice regarding the use of BMX bikes on the highway without brakes and lights: At the meeting of the Amenities Committee held on 27 January 2010, it was AGREED Cllr Hull would liaise with Owen Rist, HCC Youth Support Worker and the Police on this matter. It was also AGREED that the Police should be asked to fund the cost of the notice. To receive an update from Cllr Hull.
6. Matters arising from previous Minutes (not covered elsewhere on the agenda):
a) Letter from Mr Martin, Two Farthings, Ashling Close (Min ref: 89/10A): At the last meeting it was AGREED by a majority vote that the bench would be taken out completely because of the state of it and that consideration would be given at a later date to replacing it. It was also AGREED by a majority vote that the removal should take place at the end of the current football season. It was further AGREED that Mr Martin be advised that the bench would be removed at the end of the current football season, when the ground permits. A letter was sent to Mr Martin to notify him of the decision and a letter of thanks has now been received from Mr Martin (copy previously circulated). To note.
b) Ashling Pavilion – Use as Day Care Facility (Min ref: 57/10A): At the last meeting members were advised that a meeting with Mrs Josephs had been held on 4 January 2010 in the Ashling Pavilion to discuss some of the issues raised in her letter dated 23 November 2009. The Clerk was working on some of these issues and was also writing an agreement. This item was discussed at the meeting of the Finance, Admin and Personnel held on 2 February 2010. To receive an update.
7. Head Groundsman’s Report: To note the Status Report and Works Programme submitted by the Head Groundsman.
8. New Communications:
a) Hampshire Playing Fields Association: The latest copy of ‘The Playing Field’ has been received and is available for viewing. To note.
b) Denmead Bowling Club: A response from the Bowling Club to DPC’s letter of 20 January 2010 regarding an administration charge. To consider and determine action.
9. Landscape Working Party:
a) To receive a report from the LWP Chairman.
(i) Harvest Field hedge extension
(ii) Goodmans Field Bridges and Rookwood link to burial ground
(iii) Ashling Park Car Parks landscaping – including soil improvement
(iv) Forest Road Shrub Belt – to consider a change of policy in one area to suit the ground conditions
b) To receive and accept the Minutes of the meeting of the Landscape Working Party held on 16 February 2010 (copy attached).
10. Sports Sub-Committee:
a) To receive a report from the Sports Sub-Committee Chairman.
b) Denmead Bowling Club: The membership list for Denmead Bowling Club as at January 2010 has been received (copy previously circulated). To note.
11. Youth Provision Working Party (YPWP):
a) To receive a report from the YPWP Chairman:
(i) Youth Opportunities Fund Grant (YOFG) – Skate Park bid: To receive an update.
b) The Barn Playground: To receive an update.
c) To receive and accept the Minutes of the meeting of the Youth Provision Working Party held on 21 January 2010.
12. Ashling Park
a) Playground Inspections: To receive a report on the recently completed play ground inspections.
13. Ashling Park Improvements Working Party (Min ref: 86/09A Open Space Projects):
a) To receive a report from the Chairman of the Working Party.
14. Matters Relating to Ashling Pavilion:
a) Vandalism: Receive an update from the Clerk.
b) Ashling Pavilion Working Group:
(i) Ashling Pavilion Working Group: A meeting of the Ashling Pavilion Working Group was held on 24 February 2010 (minutes attached). To receive an update from Cllr Reed.
15. Outdoor Gym: To receive an update from Cllr Lander-Brinkley.
