You are summoned to attend a meeting of the HIGHWAYS AND GENERAL PURPOSES COMMITTEE of the PARISH COUNCIL OF DENMEAD as detailed below:

TIME, DATE AND LOCATION: 7.30 pm Wednesday 28 July 2010 in The Old School, School Lane, Denmead.
MEMBERS: Cllrs: Browton, Gibbs, Hallett, Harrison, Knight, Lander-Brinkley, C Phillips & Reed (Chairman).
A G E N D A
1. Apologies: To receive apologies.
2. Declarations of Interest: Arising from this Agenda, Members and Officers are invited to declare any relevant interests. Not withstanding this item, Members may subsequently declare an interest at any point during the meeting.
3. Minutes of Previous Meeting: To receive and confirm the accuracy of the Minutes of the previous meeting held on 16 June 2010.
4. Police: To receive reports from the police (if in attendance).
a) Parish Policing Partnership Forum: The next meeting of the Forum is to be held on 1st September 2010 at 7.30 pm. To consider and approve attendance and any items for the agenda.
5. Public Participation: The meeting will, if necessary, recess for not more than 15 minutes for questions and comments from members of the public on matters appertaining to this committee.
6. Burial Ground:
a) Applications: To note the list of applications received since 16 June 2010 (copy attached).
b) Natural (Woodland) Burial Ground: To receive any update.
c) Memorial Garden: To receive an update.
i) RDPE Leader Workshop: Cllr Reed attended a workshop on 8 July 2010 at Winchester regarding funding for the Memorial garden. There is a follow up meeting to be held on 27 July 2010. To receive a report and approve the attendance on 8 July retrospectively and approve the attendance on 27 July.
d) Millennium Yew Tree: To receive an update.
e) Maintenance of Burial Ground: An email (copy attached) has been received from Mr Buswell suggesting that parts of the Burial Ground be allowed to grow wild. To discuss and determine action to be taken.
f) To consider any other matters relating to the Burial Ground.
7. Footpaths Sub-Committee:
a) Minutes: The minutes of the meeting held on 15 June 2010 have been previously circulated. To note.
b) Matters Arising:
i) Footpath 26: To receive a report from Cllr Gibbs.
c) Outstanding Matters: To discuss and determine action to be taken on any outstanding matters.
8. Matters Arising and Outstanding Matters from previous Minutes: To consider any matters arising or outstanding from previous meetings.
9. Correspondence Received: To receive, consider and determine action to be taken on correspondence received and not covered elsewhere in this agenda.
a) Winchester Passenger Forum: Notes from the forum held on 27 May 2010 have been circulated. Notification of the next forum to be held on 16 November 2010 has been received. To discuss and determine action to be taken.
b) Survey: An email (copy attached) has been received from HCC regarding a National Highways and Transport Public Satisfaction Survey. To discuss and determine action to be taken.
10. Greenways:
a) Woodrow Green (Greenway): A letter (copy attached) has been received from Mr Binks regarding the naming of Woodrow Green. Further emails have been received (to be tabled at the meeting) regarding the same matter. Emails have been acknowledged and senders invited to attend the meeting to speak in the Public Session. To discuss and determine action to be taken.
b) Name Plates for Greenways: To consider the next greenways to receive name plates.
11. Traffic & Road Matters:
a) Road Safety:
i) The Heath j/w Hambledon Road & Denmead Infants School: Proposals for additional parking restrictions have been received (Details previously circulated by email). A letter from Mr R Jones on the same subject has also been received (copy attached). To discuss and determine action to be taken.
ii) Park Road – Additional Parking Restrictions: Details of proposed changes to the current parking restrictions in Park Road have been received (Details previously circulated by email). To discuss and determine action to be taken.
iii) Bunkers Hill – Access to Creech Wood: To receive any update.
iv) Forest Road – Request for Roundels: To receive any update.
v) The Lawns: To receive an email from Dawn Couzens regarding traffic congestion caused by a recent car boot sale at The Lawns. To discuss and determine action to be taken.
12. Village Centre:
a) Maintenance: To receive an update.
b) Bollards: To consider the replacement of the wooden bollards. (Deferred from last meeting)
13. Lengthsman: To consider the appointment of a Lengthsman. (Deferred from last meeting)
