430/10P Minutes of Previous Meeting: The Minutes of the meeting held on 20 January 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
431/10P Public Session: At 7.32 pm the meeting recessed into open forum to allow comments and questions from members of the public. The meeting re-convened at 7.35 pm.
432/10P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council.

Proposal: Change of use from Agricultural land to Equestrian and the installation of hardstanding area.

The Parish Council of Denmead, by a majority decision, raised NO OBJECTION to this proposal providing that a condition is placed on any permission granted to restrict the use of the land for the sole enjoyment of the applicant and it should not be used for commercial gain. Concern was also expressed that a chevron located adjacent to the gate obscures visibility for vehicles leaving the site. If approval is given for this application the chevron needs to be relocated in the interests of road safety.
433/10P Amended Plans: Amended plans had been received from Winchester City Council in respect of ‘Wimborne’, Uplands Road, Denmead. Following discussion It was RESOLVED that a STRONG OBJECTION be raised citing the reasons given for the full application which were: (a) In terms of design, scale and layout the proposal would not respond positively to the character, appearance and variety of the local environment and is therefore contrary to polity DP3 (ii) of the adopted WDLP. (b) the proposal would have an unacceptable adverse impact on adjoining land, uses or property contrary to Policy DP3 (vii) of the adopted WDLP. Members considered that the amended plans would only exacerbate the proposals and not improve them.
Should there be a conflict of views between Members comments and the Case Officer, Members would wish for this matter to go to the Development Control Committee and Cllr Lander-Brinkley was authorised to attend such a meeting as an approved duty.
434/10P Decisions Received: Decisions, which included conditions, had been received. These had been copied from Winchester City Council lists and had been circulated to members. Noted.
Matters Arising:
435/10P Rescission of Resolution 414/10P – [SO36(a)]: A motion to rescind Resolution 414/10P had been received. The motion had been signed by the requisite number of Councillors. It was RESOLVED to rescind Resolution 414/10P.
Correspondence Received:
436/10P (a) Wickham & Whiteley PC’s Planning Training Event: Notification had been received from Wickham & Whiteley Parish Council of a Planning Training Event to be held on 10 February 2010 from 11 am to 5 pm. No members of the committee were available to attend. Noted.
437/10P (b) Residential Parking Standards: Winchester City Council’s Supplementary Planning Document for Residential Parking Standards had been received and was copied to each member of the Planning Committee for their information. Noted.
438/10P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
439/10P (a) Little Frenchies Field: Appeal lodged. To be heard by way of Public Inquiry on 16/17/18 February 2010 at The Old School. Cllr Andreoli addressed members and stated that there was a need to formulate a strategy for speaking at the public inquiry and suggested that Cllr Lander-Brinkley should be the lead speaker with Cllrs Hallett, Knight and Hull to support him. It was suggested that the points which need to be raised were: (i) There is sufficient land available for development without the need to release this reserve site. (ii) The land was prone to flooding. (iii) Green Lane would not be able to cope with the additional traffic, (iv) It would result in an overdevelopment of the site. (v) The land was required for open space/recreation use. (vi) It was not environmentally sustainable.
Other suggestions were that Cllr Lander-Brinkley should present the official Parish Council view while other Cllrs could address specific areas, other Cllrs should be encouraged to attend, tackle the reserve site status face on because Winchester City Council and the Parish Council did not choose this to be a reserve site, put forward the open space argument which had been ignored, that the Parish Council was not against building within the village per se, land banks, production of maps showing the position of the existing sports facilities in relation to LFF, information boards with photographs and plans and to contact RTPI southeast for advice. Members were encouraged to make a note of any ideas that they had regarding the inquiry and circulate them to other members of the committee.
Matters relating to building developments within the Parish:
440/10P (a) Land at and to the rear of Buena Vista: No new information.
441/10P West of Waterlooville Major Development Area: No new information.
442/10P Winchester Local Development Framework: No new information.
443/10P Planning Application for The Barn, Forest Mead: Awaiting the result of the planning application.

(a) Land adjacent to Kidmore Lane:
444/10P i) Letter from Mrs Gray: A letter had been received from Mrs Gray. A draft reply had been prepared and It was RESOLVED to approve the draft without amendment.
445/10P ii) Letter from Mr Kettell: A letter had been received from Mr Kettell. A draft reply had been prepared and It was RESOLVED to approve the draft without amendment.
446/10P iii) Letter from DVA: A letter had been received from the DVA. A draft reply had been prepared and It was RESOLVED to approve the draft following a minor amendment.
(b) Land adjacent to Old River:
447/10P i) Copy Correspondence from DVA: A letter to Hampshire County Council regarding land adjacent to Old River had been received from the DVA. Noted.
448/10P ii) Copy Correspondence from Mr & Mrs Brann: An email to Hampshire County Council regarding land adjacent to Old River had been received from Mr & Mrs Brann. Noted.
449/10P (c) Public Consultation: The results of the consultation were still awaited from HARAH. Noted.
450/10P Planning Applications: There was one planning application for distribution.
451/10P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.

Proposal: Modifications and extension to existing rear terrace (RETROSPECTIVE APPLICATION) Amended plans for additional 1.8m fencing.

Mr Holden of Guelder Cottage informed members that the original application had a long history of amendments and that in respect of the original application he had objected on the grounds of loss of privacy and overbearing impact. He added that the erection of a 1.8m fence would deal with the loss of privacy but exacerbate the overbearing aspect of the original plan and that he had made his strong objection known to Winchester City Council but the Planning Officer was leaning towards recommending approval of the application therefore he wanted to ensure that covenants and conditions were attached to any permission to ensure that the fence was retained permanently and a landscaping scheme was put into place to lessen the impact on his property.
