MINUTES OF THE FOOTPATHS SUB-COMMITTEE MEETING HELD ON TUESDAY 16 FEBRUARY 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

047/10FP Apologies: - Apologies were received from Cllrs Bendall and Ms Crellin. Noted.
048/10FP Declarations of Interest: There were no declarations of interest made.
049/10FP Minutes of Previous Meeting: The minutes of the meeting held on 24 November 2009 were submitted for approval. Following minor amendments to minute reference 045/10FP to show Cllrs Lander-Brinkley and C Phillips as the contact councillors for the initiative with Denmead Junior School It was RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
050/10FP Public Participation: There being no members of the public present there was no requirement for a public session.
051/10FP Matters Arising: There were no matters arising.
Footpath 26:
052/10FP (a) Routing of Footpath 26: The application to vary the particulars of FP26 had been registered with Hampshire County Council with a claim number of 1051 allocated to it. It was RESOLVED that Mr Young be informed of the current situation and to note that no further action can be undertaken by DPC at the present time. Minute Complete.
053/10FP (b) Scalpings for Footpath 26: It was RESOLVED that Cllr Gibbs and Mr Dawe will work with the Deputy Clerk in order to complete a grant application form for funding for this project. Mr W Cooper (contractor) of Anmore Road is to be contacted to produce a quote before March 1st.
054/10FP Naming of Greenways and Walks: Members were informed of the resolution made at the Highways and General Purposes Committee meeting held on 10 February where it was resolved that two signs be purchased this financial year to name Woodrow Green and two signs be purchased next financial year to name The Willows. Noted.
055/10FP Millennium Trail: It was RESOLVED that Cllr Gibbs, Mr Dawe and Mrs Forster will work with the Deputy Clerk in order to complete the grant application form for funding to provide a new guide for the Millennium Trail.
056/10FP Healthy Walks: Cllr Gibbs informed members that the dates of the next three Healthy Walks had been published, that these would start from different locations within the village to enable a variation in routes and the dates would be Sunday 7th March starting from Bridge Green, Sunday 11th April starting from the Community Centre and Sunday 9th May starting from the Ashling Pavilion, King George’s Field. Noted.
057/10FP Correspondence: Correspondence from Hampshire County Council had been received and reviewed by members.
058/10FP Condition of Footpaths: A written report (detailed at the end of these minutes) was received from Mr Dawe and verbal reports were received from Cllrs Gibbs and Lander-Brinkley. It was RESOLVED to forward details from the reports to the Rights of Way officer.

Not walked.

Path No. 20 walked on 14/02/2010

From Crossways:- fingerpost and half waymark OK, small waymark on post at Sawyers Hill just visible. Line of path visible across grass surface in first field. Second field is entered over new stile and now has grass with line of path just visible. Good stile at Pitt Hill exit with ground near it a bit churned up.

Path No. 21 walked on 14/02/2010

From Hinton Daubney:- first stile has barbed wire across its top rail (to stop the horses gnawing it), fingerpost and other 4 stiles at paddock boundaries all OK. Large field has winter cereal crop with line of path from copse not visible. Final stile and post OK. Path identified at each end as Monarch’s Way.

Path No. 22 walked on 14/02/2010

From Denmead Mill:- Fingerpost, steps and stile are OK. The second fence is removed completely leaving stile steps. This makes access to the lower field very steep with nothing to get hold of, although coming back up is easier. Line of path not visible across winter cereal crop and exit onto Harrowgate lane through large gap in hedge is a step over knee high bar at one end of a new wire fence. Fingerpost looks OK.

From Denmead Mill:- New fingerpost now situated on opposite road verge, entrance with fence and first 3 stiles OK. Line of path across meadow is visible (horses in field now). Second field has?. Last field down to Harrowgate Lane crosses winter cereal crop with line of path not visible, and exits through narrow gap (old stile seems to have disappeared) next to galvanised gate and has a fingerpost pointing towards Hambledon.

Path No. 24 walked on 14/02/2010

Fingerpost OK, line of path is visible across young rape crop. White waymark at copse edge is not visible due to overgrowth.

Path No. 25 walked on 14/02/2010

Path OK with short post and yellow arrow at north end also new stile and rail fence. Good fingerpost at southern end.

Comments by Cllrs Gibbs and Lander-Brinkley

FP 28 still has obstructions to the stile in the middle of the field that this footpath crosses.

FP 27 has a broken stile and Finger Post at School Lane.

FP 22 the fence along the elevated section near Denmead Mill has still not been replaced. It is now several years since this fence was removed. As a consequence there is no hand rail available when descending this steeply inclined FP.
