MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON WEDNESDAY 17 FEBRUARY 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

458/10P Minutes of Previous Meeting: The Minutes of the meeting held on 3 February 2010 were submitted for approval. It was RESOLVED that following a minor manuscript amendment the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
459/10P Public Session: As no members of the public wished to speak there was no requirement for a public session.
460/10P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council.

Matters at Appeal:
465/10P (a) Little Frenchies Field: The appeal was currently being held and members discussed the progress to date. Noted.
Matters relating to building developments within the Parish:
466/10P (a) Land at and to the rear of Buena Vista: No new information.
467/10P West of Waterlooville Major Development Area: Concern was expressed that following the archaeological dig on land to the rear of Closewood Road the land had not been restored. This matter had previously been reported to Jacky Wilson the West of Waterlooville Implementation Officer. It was RESOLVED to report this issue again.
468/10P Winchester Local Development Framework: No new information.
469/10P Planning Application for The Barn, Forest Mead: Awaiting the result of the planning application.
Affordable Housing:
470/10P (a) Land adjacent to Kidmore Lane: No new information.
471/10P (b) Land adjacent to Old River: No new information.
472/10P (c) Public Consultation: The report on the public consultation held on 11 January 2010 had been received and circulated to members. Email correspondence from Chris Buchan-Hepburn of Hyde Housing had also been received and circulated to members. Both documents were noted. It was RESOLVED that follow up meetings should be arranged for the schemes at Old River and land adjacent to Kidmore Lane. It was further RESOLVED that the Parish Council did not favour option 1 of the three options presented at the consultation in respect of land adjacent to Kidmore Lane and that options 2 and 3 required more work. It was also RESOLVED that Ms Wylie, as author of the report, be contacted to ascertain if the results of the consultation could be published on the Parish Councils Web Site and any requests for copies of the report should be forwarded to Ms Wylie. It was also reported that a request had been made by Mr K Williams to Jacqui Evans at Winchester City Council for a copy of the notes of the meeting held on 20 October 2009 and that she had notified the Parish Council that these would be released. Noted.
473/10P Planning Applications: There was one planning application for distribution.
474/10P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.
