MINUTES OF THE PARISH COUNCIL MEETING
HELD ON WEDNESDAY 24 FEBRUARY 2010
IN THE DENMEAD COMMUNITY CENTRE,

164/10C Apologies: Apologies were received from Councillors Bendall and G Phillips.
165/10C Declarations of Interest: Cllr Andreoli declared a personal interest in agenda related to the Denmead Community Association. No other Declarations of Interest were made at this point in the meeting.
166/10C Minutes of the previous Meeting: The Minutes of the Full Council meeting held on the 13 January 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman.
167/10C Public Session (SO.68): The meeting was adjourned at 7.40 pm for the public to ask questions and reconvened at 7.55 pm.
168/10C County Councillor’s Report
A written report was submitted prior to the meeting and is appended to these minutes.
Cllr Allgood added to his report by referring to
• Funding available to the Hampshire Action Team(HAT) that could be requested if the Parish Council had identified a piece of land that could be bought to address the shortfall in Open Space.
• Pot hole fixing using the latest technology of ‘jet patching’. 50 or so teams were working to repair these.
• Trading Standards have been measuring the accuracy of petrol pumps and have found many to be in error.
• 2000 young drivers have taken part in the Pass Plus programme.
• The County are now advertising the reduction in the speed limit along Hambledon Road from 40mph to 30mph.
• HCC get some 600 Freedom of Information(FoI) requests a year, many of which were trivial. To answer these requests took staff time and incurred cost.
Following his report, questions were put to C/Cllr Allgood regarding
• Would HCC make the public aware of which garages had faulty petrol pumps? C/Cllr Allgood replied that publicity would come if the offenders were taken to court.
• If Denmead declined the offer of salt bins, could the cost of these be redirected into repairing potholes?
• Would advanced warning signs be displayed to warn of the change in speed limit along Hambledon Road? Cllr Allgood considered that there was a need to warn motorists in advance of the speed limit change.
169/10C District Councillor’s Report
Apologies were received from D/Cllr Stallard. D/Cllr Allgood’s report is appended to these minutes. In addition to his written report, Cllr Allgood referred to the plans for White Wings and how these had been put into abeyance following the withdrawal of a partner to develop the premises. Options, including a new partner, were being explored.
Following his report, Councillors asked Cllr Allgood about free swimming at the Waterlooville Pool, and the budget allocation for a second Park and Ride scheme in Winchester. He responded that Havant Borough Council had not entered into the national arrangement for free swimming and so no reciprocal arrangement with WCC was possible. Capital had been allocated for a new (second) Park & Ride in Winchester City to service traffic from the south of the City.
Village Matters
170/10C Havant and Waterlooville CAB Outreach Service: Cllr Lander-Brinkley gave a verbal update on this matter. Bishops Waltham advertised a weekly outreach service for Denmead. They had applied to WCC for a grant but this had not been given in full. This left a shortfall in funding for their core services and the Managing Director felt unable to commit to a weekly outreach service for Denmead. DPC had pledged a grant to Bishops Waltham CAB but felt that this should be given to Havant and Waterlooville CAB if they were able to provide an outreach service to Denmead. In response to questions, Cllr Lander-Brinkley replied that Havant was aware of the Bishops Waltham situation. D/Cllr Stallard was the WCC representative to the Havant CAB. She had met their Chief Executive and would meet again to progress this matter. An outreach service had been provided by the Havant CAB in the past. It was AGREED that the Chairman should attend a meeting with D/Cllr Stallard and the Chief Executive of Havant CAB, with a view to continuing the service in Denmead in some form.
171/10C Denmead Parish Plan: The Clerk gave a verbal update on this matter. Follow a further meeting held on 7 November 2009, he had circulated the information asked for by the attendees at that meeting. He had written to Graham Bryant to ask for a date for a follow on meeting, and sent a draft of an invite letter to go out under his name but a reply was still awaited. Council questioned whether there was any other individual or group that would come forward to progress the Plan. Council also considered whether this Council should lead. It was recognised that to have credence, a plan should be developed by residents. DPC would have input, and had also offered administrative support. The Chairman was open to suggestions on an approach to individuals, but at present there was no obvious solution. It was AGREED to hold the matter in abeyance until the Enquiry on Little Frenchies Field was complete, and to then see if there was any interest from residents who have played a leading role in that Enquiry.
172/10C Denmead War Memorial Hall: The Denmead War Memorial Hall Management Committee (DWMHMC) had been asked for an update on the matter of legal costs. The Clerk had reviewed the previous transfer document and compared it to the latest copy. The changes suggested by the Council’s legal advisor had been incorporated into the new transfer document. Council still considered that legal advice should be obtained prior to signature. It was AGREED that DWMHMC should be contacted after their next meeting in March to request an update, and if none were forthcoming, to take legal advice and ask DWMHMC for a contribution to the cost.
Correspondence
173/10C WCC Key Decisions in March 2010: The Clerk highlighted key decisions that were of interest to DPC. NOTED.
174/10C NSPCC: The Council unanimously RESOLVED to support a request from NSPCC to become a campaign partner to raise awareness of the NSPCC Helpline and to promote this in Parish Scene issue 104.
Membership of NALC [min ref 96/10FAP]
175/10C The talk from Cllr Dr C Mercer prior to the start of this meeting reinforced Council’s view that it should support the proposal by HALC to withdraw from NALC. Council could see no good reason to remain in NALC in its current guise.
176/10C It was RESOLVED that Council would continue to support HALC and that the Chairman completes the survey from HALC regarding the same.
Annual Parish Assembly:
177/10C Council considered the theme for this years Annual Parish Assembly. It had been previously suggested that the theme should be on Climate Change or HCC’s response to emergencies. After a short discussion, it was agreed that residents would want to hear about HCC’s emergency response following the recent snowfalls. It was a chance for them to hold others to account. Cllr Lander-Brinkley would contact officers in HCC to get them to speak on highways issues, flooding, recycling or other issues relevant to Denmead residents.
178/10C Council had listened to a request from the Manager of the DCA to address residents at the APA regarding a Community Art project. Council unanimously APPROVED her request to speak at the APA.
179/10C Council agreed that the format for the evening should be the same as the previous year. The Chairman would be the only Councillor to formally address the meeting. Committee Chairmen would produce reports, and be available to answer questions. The Ward Councillors would also be invited to attend to answer questions, as would Sgt Stanton. The Denmead Evening WI would be asked to provide refreshments.
Cllr Lander-Brinkley referred to the Aims and Aspirations document that was produced for the 2009 APA. This document would need to be updated.
Parish Scene:
180/10C The Clerk reported that PS103 was with the printer for delivery in the first week of March.
181/10C The 2010/11 budget for printing of the Parish Scene had been increased to allow printing by Hampshire Printing Services(HPS). This was to achieve a better quality. It was RESOLVED that HPS would be used to print the Parish Scene in 2010/11 starting with issue 104.
182/10C The Chairman asked Council if they wanted to continue to produce a mix of articles as was the original intention, as had been re-affirmed in the special issue Parish Scene 100. This includes copy from the County and Ward Councillors and local groups and organisation, particularly those supported by this Council. Council AGREED that this arrangement should continue in future issues.
Finance
183/10C Orders for Payment (S.O.40): It was unanimously RESOLVED that the payments detailed on the Orders for Payment should be ratified in the sum of £50,435.42 and the receipts of £604.26 are noted.
184/10C Accounts: It was NOTED that the accounts for January 2010 have been issued.
The Chairman referred to
• income from football which was below that forecast in the budget
• the grant to CAB which had not yet been claimed and
• the payment to HCC for the Denmead Shopper Bus which had yet to be requested.
The Clerk replied that invoices to the football clubs for usage this year had only just been sent out and HCC requested the contribution for the Denmead Shopper in March.
There were no matters arising.
185/10C Cllr Lander-Brinkley referred to his memo dated 1 February 2010. He referred to his comments at the WCC Budget Consultation Meeting regarding a hub for Denmead. Cllr Lander-Brinkley would produce a proposal for this. It was AGREED that an approach should be made to WCC to establish a hub for Denmead.
There were no other financial matters arising.
186/10C Minutes, Reports, Recommendations and Resolutions from Committees (SO.46c)
It was unanimously RESOLVED to accept the Minutes, Reports, Recommendations and Resolutions of the following committee meetings:-
(a) Amenities Committee – Minutes of 2 December 2009 NOTED
(b) Finance, Administration & Personnel Committee – Minutes 8 December 2009 NOTED
(c) Highways & General Purposes Committee – Minutes 16 December 2009 NOTED
(d) Planning Committee – Minutes of Meetings held 6 and 20 January and 3 February 2010 NOTED
187/10C Parish Representation on other bodies and organisations
(a) Children’s Fund (DAN Nights): Cllr Hull. Cllr Hull reported that grant funding for the year 2010/11 had been cut. Together with the Youth Workers and the Clerk, she was looking at options to deliver the programme within budget. The matter would be progressed a the next FA&P meeting.
(b) Church: Cllrs Bendall and Hallett. Nothing new to report.
(c) Denmead Community Association: Cllrs C & G Phillips. Nothing new to report.
(d) Winchester District Association of Local Councils: Cllrs Hallett and Knight. Nothing new to report.
(e) Hambledon and Denmead Welfare & Educational Trust (formerly John Ring Charity): Cllr Hallett. Nothing new to report.
(f) Denmead Festival: Cllr Lander-Brinkley. Cllr Lander-Brinkley reported that following the failure to find new Committee members to run the organization, and the resignation of the Chairman (Danny Paine-Winnett) the Trustees had agreed to wind up the charity. Its funds would be distributed to other charities in Denmead.
188/10C Any other report which the Chairman deems urgent – no decisions can be made:
(a) Cllr Reed advised Councillors to check that their motor insurance policy allowed them to drive on council business.
There being no further business, the Chairman declared the meeting closed at 9.26 pm

PUBLIC SESSION

Mr Kennett, a resident of Park Road, referred to the lack of open space for sport. He asked if Goodmans Field had been purchased for sports and if this was the case, then why wasn’t it used for this purpose. He considered that a number of football pitches could be accommodated on the land. If it was not purchased for sports, then what was the reason for purchase. He recognised that the time of purchase pre-dated this Council and asked what was recorded in the minutes of the day.
Council responded that open space could be used for both formal and informal recreation. Goodmans Field was included in the open space calculation and there was still a shortfall of over 20 acres. If Mr Kennett could give a date of when the land was purchased then the Clerk would retrieve the minutes and confirm the reason for the purchase of Goodmans Field and terms of its anticipated use at that time.
Mrs Andreoli, Manager of the Denmead Community Association, asked for permission to launch a Community Art project at the Annual Parish Assembly. The idea was to produce a piece of art, that could be hung in the Old School that depicted life in Denmead. She wanted to launch this project at the APA.
Council asked about the project and how it could involve the community at large.
Hampshire County Council Report
February 2010 – Denmead Parish Council
Council Tax for 2010-11
Hampshire County Council has agreed a budget of £672.1 million (excluding schools) for the year 2010-11. This includes an increase in Council Tax of 1.9 percent or 38 pence a week for the average Band D household. There will no cuts to service but more money for key areas such as social care.
This is the second year that the council tax increase has been 1.9 percent and the council has pledged that over the following three years any increase in council tax will be below two percent.
Key aspects of the budget are:
- additional funding of £7 million for adult social care to meet the growing numbers of older people;
- more support for adults with learning disabilities;
- additional funding of £1.3 million for children and families needing support.
- £250,000 additional funding to improve the education achievements of children in care and improve adult literacy.
- Funding for 4,000 additional salt bins and extra salt barns to act as salt distribution points.
- £700,000 for the Hampshire Action Teams to use on projects aimed at improving local quality of life with a focus on areas of high deprivation.
- £200,000 to continue programme to protect and sustain the rural environment, its economy and communities.
To carry out these improvements the county plans to make efficiency savings of £24.4 million.
The county council is concerned about the possible introduction of free adult care in 2011 which could cost council tax payers between £20 million and £35 million, depending on how many people become eligible. Other pressures on the county budget will come from the transfer of concessionary fares from district councils to the county and the transfer of dealing with learning disabilities from the National Health Service.
The Government will provide £146.8 million towards the Budget – just 22 percent. This is the lowest Government grant per head for any county council in the country.

Winchester City Council Report
February 2010
City Council Sets Budget for 2010-11
Winchester City Council has agreed a Council Tax at Band D of £126.27 for the year 2010-11 – an increase of 1.5 percent or 3.5p per week. The gross Budget for the year will be £18.7 million and a net expenditure of £13.1 million after capital financing, transfers from reserves and charges to Winchester town residents.
Key points in the Budget are:
- £573,000 extra is needed for contractors under the terms of our agreements;
- Increased income of £243,000, mainly from car parking charges;
- Savings of £1.3 million;
- £370,000 towards the provision of a second Park and Ride site in Winchester.
- Employment of an energy management manager to help the council save money on energy;
- £20,000 towards promoting the advantages of a lower carbon economy;
- Fees for external advice following the collapse of the city centre renovation project at Silver Hill;
- Improvements to public conveniences;
The capital works programme for 2010-11 includes the renovation of the Guildhall, the refurbishment of the Hyde Centre, essential repairs to Abbey Mill, modernisation of Avalon House, repairs to car parks and updating of some small-scale sewerage schemes.
We have also earmarked a fund of £5 million to enable the council to purchase land and buildings that will help meet corporate objectives.
The savings include a reduction of five percent in allowances paid to Members of the Council so that Members will share some of the pain of making savings and efficiencies.
The Council tax levels for Denmead residents, after taking into account the parish tax increase of 2.3 percent, the police increase of 2.9 percent, the fire and rescue increase of 1.8 percent and the county council increase of 1.9 percent will be in £:
