MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON WEDNESDAY 3 MARCH 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

476/10P Apologies: Apologies were received from Cllrs Bendall, Knight and G Phillips.
477/10P Declarations of Interest: It was noted that Bailey Bros. (application no. 4) were service providers to the Parish Council.
478/10P Minutes of Previous Meeting: The Minutes of the meeting held on 3 February 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
479/10P Public Session: At 7.33 pm the meeting recessed into open forum to allow comments and questions from members of the public. The meeting re-convened at 7.48 pm.
480/10P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council.

The Parish Council of Denmead, by a unanimous decision, raised an OBJECTION to this proposal and cited the following reasons: If permitted the erection of the conservatory would be contrary to policies DP3 and DP8 of the Winchester District Local Plan Review in that (a) The size and colour of the conservatory would not be sympathetic to the design and appearance of the dwelling on which it would be constructed and would therefore detract from the visual amenities of the area. (b) It would also result in inadequate garden area being available to the dwelling house which would be detrimental to the amenities of future occupiers (c) It will reduce the amount of permeable surface available for rain water and therefore have a detrimental impact on both drainage and water run off. (d) The proposal would create an undesirable precedent which would make it difficult to refuse further similar applications. (e) The provision of conservatories within the development should have been considered at the design stage of the development thereby ensuring that there was sufficient room within each plot to accommodate such an extension.

The Parish Council of Denmead, by a unanimous decision, raised an OBJECTION to this proposal and cited the following reasons: (a) It was noted that the work has already been carried out. (b) The illuminated ATM Collar generates far more light than the previous unit and is therefore out of keeping with and detrimental to the visual amenities of the rural area. (c) The replacement A1 internally illuminated window poster display unit by reason of its illumination, would be an unduly obtrusive feature in the general street scene to the detriment of the visual amenities of the locality, and would be contrary to policy HE11 of the Winchester District Local Plan Review Adopted 2006 and the Council's adopted supplementary planning document "Design Guidance for the Control of Shopfronts and Signs. (d) Members were also concerned that the unnecessary and brighter illumination of the signs would be detrimental to the environment by creating an unacceptable level of light pollution contrary to policy DP.10 of the Winchester District Local Plan Review Adopted 2006

The Parish Council of Denmead, by a unanimous decision, raised NO OBJECTION to this proposal. It was AGREED that East Hampshire District Council should be thanked for notifying the Parish Council of this application.

The Parish Council of Denmead, by the casting vote of the Committee Chairman, raised an OBJECTION to this proposal and cited the following reasons: (a) Bent Lane is unsuitable in its present condition to take the type and amount of traffic likely to be generated by the proposal and nor could it accommodate safely the additional traffic. (b) Members were concerned that any future expansion of the business to include the storage of grain from other farms would exacerbate the road safety issues. (c) There was also concern about the safety of the Oak tree (T4) and the detrimental effect this proposal could have on the tree and request that the Tree Officer carry out a site visit with a view to placing a Tree Preservation Order on it.

481/10P Decisions Received: One decision, which included conditions, had been received. This had been copied from Winchester City Council lists and had been circulated to members. Noted.
482/10P Matters Arising: There were no matters arising.
Correspondence Received:
483/10P (a) Havant Borough Council LDF: Correspondence had been received from Havant BC informing the Parish Council that the pre-submission documents for their Core Strategy consultation would be circulated in the near future on DVD. Noted.
484/10P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
485/10P (a) Little Frenchies Field: The appeal had been adjourned until the 7 April. An update was provided in respect of the third day of the appeal and Cllr Lander-Brinkley informed members that he had attended a meeting of the action group which had been held on the 1st March. It was AGREED that members should consider as many aspects of the proposed development as possible and formulate questions which can be asked when the appeal resumes. It was also AGREED that photographs of the village should be taken which could also be presented to the Inspector.
486/10P (b) 20 Mead End Road: Notification had been received that an appeal, to be dealt with by way of written representation, had been made against the refusal of Winchester City Council to permit the conversion of an existing chalet bungalow to 3 no. flats including rear extension and parking, erection of detached 4 bed bungalow in rear garden including car parking at 20 Mead End Road. Noted.
Matters relating to building developments within the Parish:
487/10P (a) Land at and to the rear of Buena Vista: No new information.
488/10P West of Waterlooville Major Development Area: No new information.
489/10P Winchester Local Development Framework: Next meeting to be held on 12 March 2010. Noted.
490/10P Planning Application for The Barn, Forest Mead: The Open Space funding contribution had been made to Winchester City Council. The result of the planning application is still awaited.
Affordable Housing:
491/10P (a) Land adjacent to Kidmore Lane: Arrangements are in hand for a follow up meeting with the date and time to be confirmed. Noted.
492/10P (b) Land adjacent to Old River: Arrangements are in hand for a follow up meeting with the date and time to be confirmed. Noted.
493/10P Planning Applications: There were three planning applications for distribution.
494/10P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.

Other Planning Matters

Mr Johnstone and Mr Kerr addressed members and asked for permission to erect a banner, which would be ten feet in length, on the village green.

It was explained that this fell outside of the remit of the Planning Committee and would need to be referred to the Amenities Committee at their meeting on the 10 March.

Mr Kerr asked what the Parish Council was planning to do prior to the next stage of the enquiry.

Cllr Lander-Brinkley informed him that confirmation was being sought regarding school places and other questions would be formulated to enable them to be asked of the witnesses for Taylor Wimpey to put them under pressure.

Mr Kerr asked if the Parish Council was aware, prior to the start of the Inquiry that Winchester City Council had ‘rolled over’.

He was informed that neither the Parish Council nor the District Councillors were aware of this and neither were they aware that the police had changed their minds on the proposed access and had withdrawn their objection.

Mr Kerr stated that the Save Little Frenchies Field Action Committee had produced car stickers, banners and placards for display.
