MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON WEDNESDAY 26 MAY 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

001/11P Apologies: Apologies were received from Cllrs Hull, Knight and Lander-Brinkley.
002/11P Election of a Vice-Chairman of the Planning Committee: It was RESOLVED that Cllr G Phillips be elected Vice-Chairman of the Planning Committee for the ensuing municipal year.
003/11P Declarations of Interest: None made.
004/11P Minutes of Previous Meeting: The Minutes of the meeting held on 12 May 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
005/11P Public Session: Not required.
006/11P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council.

007/11P Decisions Received: Decisions, which included conditions, had been received. These had been copied from Winchester City Council had been circulated to members. Noted.
008/11P Matters Arising: There were no matters arising.
Correspondence Received:
009/11P (a) Havant Core Strategy: A letter had been received from Winchester City Council which reiterated the District Councils previously-expressed objections to the detail of the Woodcroft Farm strategic allocation in the Havant Core Strategy. Noted.
010/11P (b) South Downs National Park: Documentation had been received from the South Downs National Park Authority seeking views on how they should deliver a Planning Service. It was RESOLVED that the preferred option of Denmead Parish Council was for (a) A delegated planning service. (b) The reason for this being that they did not see the need for another layer being added to the planning system. (c) The Parish Council would wish to see the earlier involvement of and consultation with the Parish Council on applications affecting land within or adjacent to their parish.
011/11P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
012/11P (a) Little Frenchies Field: The appeal in respect of outline permission was allowed. The appeal in respect of the full application and application for costs were dismissed. Noted.
013/11P (b) 20 Mead End Road: Appeal lodged. No new information. Noted.
014/11P (c) Plot 92, Dukes Meadow: Appeal against refusal lodged. No new information. Noted.
015/11P (d) Alexandra House, Hambledon Road: Appeal allowed. Noted.
016/11P (e) Plot 92, Dukes Meadow: Appeal against Enforcement Notice lodged. No new information. Noted.
Matters relating to building developments within the Parish:
017/11P (a) Land at and to the rear of Buena Vista: No new information. Noted.
018/11P West of Waterlooville Major Development Area: No new information. Noted.
Winchester Local Development Framework:
019/11P (a) SHLAA – Creation of Working Party: Owing to the absence of 3 Members of the Council including the Chairman and Vice-Chairman this matter was deferred until the next meeting. Cllr Andreoli stated that as Chairman of the Planning Committee he was willing to be a member of the working party. Noted.
Affordable Housing:
020/11P (a) Land adjacent to Kidmore Lane: Information had been received that Persimmon Homes had for commercial reasons withdrawn the offer to release land within Carpenters Field for an Exception Site. Members were also informed that in view of this Winchester City Council had asked if the Parish Council wished them to re-visit previously identified sites or search for new sites to provide an Exception Site. It was RESOLVED that Winchester City Council and HARAH be informed that, given that a considerable amount of the undeveloped land in the village had been proposed for development via the SHLAA, the Parish Council did not require them to re-visit previously identified sites nor search for new sites to provide an Exception Site.
021/11P (b) Land adjacent to Old River: In view of the decision of Persimmon Homes detailed above It was RESOLVED to request Winchester City Council and HARAH work with Hampshire County Council to provide an Exception Site on the land adjacent to Old River.
022/11P Planning Applications: There was one planning applications for distribution.
023/11P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.
