PARISH COUNCIL OF DENMEAD

MINUTES OF THE HIGHWAYS and GENERAL PURPOSES COMMITTEE MEETING HELD ON WEDNESDAY 16 JUNE 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

001/11H Apologies: Apologies were received from Cllrs Harrison and Knight.
002/11H Election of a Vice-Chairman of the Highways and General Purposes Committee: It was RESOLVED that Cllr Hallett be elected as Vice-chairman of the Highways and General Purposes Committee for the ensuing municipal year.
003/11H Declarations of Interest: Cllr Gibbs declared a personal interest in the item relating to The Heath.
004/10H Minutes of the Previous Meeting: The minutes of the meeting held on 5 May 2010 were submitted for approval. It was RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
005/10H Police Reports: The police were unable to attend the meeting but Sgt Stanton had provided written information which was read out by Cllr Hallett and included details of (a) a new Denmead and Hambledon Beat Officer - PC Emma Port who had a lot of Safer Neighbourhood Team experience and was a highly valued officer on the Winchester District (b) following the promulgation of crime prevention advice regarding car security there had been a reduction of thefts from motor vehicles in comparison to the same period last year and (c) that as a result of inter-agency work an eviction from an address at Hatchmore Court which attracted some Anti-social behaviour in that area had taken place. |Noted.
006/11H Public Participation: There was no requirement for a Public Session.
Burial Ground:
007/11H (a) Applications: The list of Applications received from 5 May 2010 – 16 June 2010 had been distributed to members for their information. Noted.
008/11H (b) Natural (Woodland) Burial Ground: Arrangements were to be made for a visit to the natural burial ground at Warblington by Cllrs Knight and Hallett. Cllr Reed stated that the provision of a natural burial ground and an extension to the existing burial ground would be an ongoing process and not easily resolved. Noted.
009/11H (c) Tree Plaques: A request had been received to change the regulations relating to tree plaques to allow upstanding plaques. It was RESOLVED that the regulations should not be changed.
Any Other Matters relating to the Burial Ground:
010/11H (a) Millennium Yew Tree: Cllr Hallett stated that he had been told that the millennium Yew tree which had been planted in the Burial Ground had died. It was RESOLVED that Cllr Hallett would visit the Burial Ground, check on the condition of the tree and report back to the next meeting.
011/11H (b) Memorial Garden: The Deputy Clerk informed members that the memorial garden looked bland as a result of deer eating the plants and suggested that some work to enhance the appearance of the area was needed. It was RESOLVED that Cllr Reed and the Deputy Clerk visit the memorial garden and report to the next meeting with ideas to improve the area.

Footpaths Sub-Committee:
012/11H (a) Minutes: There were no minutes to be noted.
013/11H (b) Matters Arising: Cllr Gibbs informed members that grant funding had been approved by Hampshire County Council for improvement works to be carried out on FP 26 but that one of the land owners who had initially been supportive of the work had now withdrawn his consent because of the possible increase in usage of the footpath. He added that the cost of the proposed works which could be carried out in three phases exceeded the combined total of money available by way of grant funding and the footpaths budget. Cllr Gibbs stated that funding for the re-issue of the Millennium Trail guide had also been received and Mrs Forster, a Co-opted member of the Footpaths Sub-committee, was working on this project. Noted.
014/11H (c) Outstanding Matters: There were no outstanding matters.
Matters Arising and Outstanding Matters from previous Minutes:
015/11H (a) Naming of Greenways and Walks: The signs had been ordered and delivery was awaited. Noted.
Correspondence Received:
016/11H (a) Street Watch: An email had been circulated by Mr Maxwell of Hambledon Road regarding the setting up of a Street Watch project within the village. The views of Sgt Stanton had been sought and a reply supported by Sgt Stanton had been given by Mr Turner, Chairman of Denmead Neighbourhood Watch Committee, which stated that he could offer no support for such a scheme and would be actively opposed to such a move. Members agreed with this stance. It was RESOLVED that no further action be taken in this matter.
Traffic & Road Matters:
(a) Road Safety:
017/11H i) The Heath j/w Hambledon Road & Denmead Infants School: An email had been received from Winchester City Council which stated that letters would be going out to Councillors and Police for their approval to proceed with formal adverts this week in respect of the Traffic Regulation Orders and that he had made a commitment with Hampshire County Council Safer Routes to School team that the new restrictions would be in place by the end of the school summer holidays in readiness for the new term. It was RESOLVED to remind both the police and Winchester City Council enforcement section that attention would be required once the restrictions were put in place.
018/11H ii) SSE Sub-station: A ‘No Parking’ sign had been placed at the sub-station. It was AGREED that there was no further action that the Parish Council could take in this matter. Minute complete.
019/11H iii) Bunkers Hill – Access to Creech Wood: Cllr Lander-Brinkley updated members on the project to provide a play area in Creech Wood and stated that despite concerns raised by both Parish and District Cllrs at the initial meeting in 2008 with the Forestry Commission and Winchester City Council Officers a safe route from the village to the play area had not been provided and further consultation had not taken place. He added that D/Cllr Stallard had recently organised a meeting with the relevant agencies to discuss access issues and the Highway Authority had agreed to review the options which were available and then provide details of proposals for consideration and local input. Cllr Lander-Brinkley concluded by stating that both he and Cllr Hull would review any proposals and invited other members of the committee to be involved. Cllr Reed stated that he would be willing to be involved in this. Noted.
(b) Road Repairs:
020/11H i) Closewood Road: An email had been received from Hampshire County Council which gave details of proposed work in Closewood Road together with reasons why other work such as passing places and weight restrictions would not be introduced. Noted. Minute Complete.
021/11H ii) Southwick Road: An email had been received indicating that re-surfacing work would take place in the middle of July. Noted.
022/11H iii) Forest Road: Cllr Lander-Brinkley informed members that during informal discussions at the Annual Parish Assembly a suggestion had been made that roundels be painted on the surface of Forest Road after the roundabouts at the B2150 Hambledon Road and Bunkers Hill to indicate to motorists that the speed limit was 30 mph. It was RESOLVED to ask the Highway Authority to carry out this work.
023/11H iv) Forest Road j/w Great Mead: Cllr Browton informed members that during a recent tour of the village with the Landscape Working Party it had been noted that a footway repair by the Water Board in Forest Road near to the junction with Great Mead was not satisfactory and the Clerk to the Council had been asked to notify the appropriate authority to rectify the fault. Noted.
Village Centre:
024/11H (a) Maintenance: The long term maintenance of the trees and barriers within the village centre was discussed and clarification was awaited from Winchester City Council as to their responsibility in respect of this. It was RESOLVED that with regard to the trees that this should be referred to the Landscape Working Party to ensure that during the current dry spell the trees did not suffer irreparable damage. It was further RESOLVED that any correspondence held in the Parish Office be checked to establish responsibility.
025/11H (b) Bollards: In the absence of Cllr Knight this matter was deferred to the next meeting.
026/11H Lengthsman: In the absence of Cllr Knight this matter was deferred to the next meeting. Cllr Reed is to liaise with Cllr Knight prior to that meeting.
