MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON WEDNESDAY 23 JUNE 2010 IN THE OLD SCHOOL, SCHOOL LANE, DENMEAD COMMENCING AT 7.30 pm

044/11P Apologies: Apologies were received from Cllr Phillips.
045/11P Declarations of Interest: There were no declarations of interest made.
046/11P Minutes of Previous Meeting: The Minutes of the meeting held on 9 June 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
047/11P Public Session: At 7.33 pm the meeting recessed into open forum to allow comments and questions from members of the public. Although the applicants in respect of 100 Anmore Road and Cape Cottage, Uplands Road were present they chose not to speak. The meeting re-convened at 7.35 pm.
048/11P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council and that applications no. 3 be taken before application no. 2.

049/11P Decisions Received: Decisions, which included conditions, had been received. These had been copied from Winchester City Council had been circulated to members. Noted.
050/11P Matters Arising: There were no matters arising.
Correspondence Received:
051/11P (a) Regional Strategies: A copy of a letter from Bob Neill MP to George Hollingbery MP regarding Regional Strategies had been received. Additional information had also been provided by D/Cllr Stallard. The additional information was to be circulated to members. Noted.
052/11P (b) Havant Borough Submission Core Strategy DPD: Notification had been received from Havant Borough Council that they have submitted their Core Strategy to the Secretary of State for Communities and Local Government. Noted.
053/11P (c) Development in Denmead: An email had been received from Mr Markham raising concerns about continued development within Denmead. A reply had been prepared by Cllr Andreoli which was circulated to members for their consideration. Following a minor amendment It was AGREED to send the reply prepared by Cllr Andreoli.
054/11P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
055/11P (a) 20 Mead End Road: Appeal lodged. No new information. Noted.
056/11P (b) Plot 92, Dukes Meadow: Appeal against refusal lodged. No new information. Noted.
057/11P (c) Plot 92, Dukes Meadow: Appeal against Enforcement Notice lodged. No new information. Noted.
Matters relating to building developments within the Parish:
058/11P (a) Land at and to the rear of Buena Vista: No new information. Noted.
West of Waterlooville Major Development Area:
059/11P (a) Development Consultation Forum: A consultation meeting is to be held on Thursday 24 June commencing at 6.00 pm. Cllr Lander-Brinkley has been authorised to attend. Noted.
060/11P (b) West of Waterlooville Forum: Notification had been received that the next meeting of the West of Waterlooville Forum is to be held on Wednesday 7 July 2010 commencing at 10.00am and will be held in the D-Day Memorial Hall at Southwick. It was RESOLVED that Cllrs Lander-Brinkley and Knight could attend as an approved duty.
Winchester Local Development Framework:
061/11P (a) WLDF Meeting: Cllr Lander-Brinkley informed members that a WLDF meeting was due to be held in the near future but a firm date had not yet been agreed. He stated that he would like to attend the meeting. It was RESOLVED that Cllr Lander-Brinkley could attend the next meeting of the WLDF as an approved duty.
062/11P (b) SHLAA – Creation of Working Party: It was RESOLVED that Cllrs Andreoli, Gibbs and Smart would form the Working Party to review the SHLAA.
Affordable Housing:
063/11P (a) Land adjacent to Old River: Cllr Lander-Brinkley informed members that he had attended a meeting on 21 June 2010 at the Junior School which had also included C/Cllr Allgood, Officers from Hampshire County Council, the Head Teacher and Chair of Governors of the Junior School. He added that following detailed discussions between all of those present agreement had been reached that (a) option C of the previously circulated options would be progressed with all sides being kept informed (b) a further public consultation would be held (c) a joint planning application by Hampshire County Council and Denmead Parish Council would be submitted to Winchester City Council within the next 12 months. Noted.
064/11P Planning Applications: There was one planning applications for distribution.
065/11P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.
