070/11P Minutes of Previous Meeting: The Minutes of the meeting held on 23 June 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
071/11P Public Session: There was no requirement for a public session.

The Parish Council of Denmead, by a majority decision, raised an OBJECTION to this proposal subject to the views of the Arboricultural Officer at Winchester City Council but considered that the proposed work would set an undesirable precedent in a rural country environment.

Correspondence Received:
075/11P (a) Havant Borough Council Submission Core Strategy Oral Part of Examination: Notification had been received from HBC regarding the oral part of the examination which requested confirmation of attendance. Confirmation had been sent. It was RESOLVED that Cllr Gibbs could attend as an approved duty.
076/11P (b) Development within Denmead: A further email had been received from Mr Markham regarding development within Denmead. Noted.
077/11P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
078/11P (a) 20 Mead End Road: Appeal lodged. No new information. Noted.
079/11P (b) Plot 92, Dukes Meadow: Appeal against refusal lodged. No new information. Noted.
080/11P (c) Plot 92, Dukes Meadow: Appeal against Enforcement Notice lodged. No new information. Noted.
Matters relating to building developments within the Parish:
081/11P (a) Land at and to the rear of Buena Vista: No new information. Noted.
West of Waterlooville Major Development Area:
082/11P (a) Development Consultation Forum: A consultation meeting was held on Thursday 24 June and was attended by Cllr Lander-Brinkley who informed members that Grainger had presented their revised proposals for the development to those present who were then allowed to make comment, that the new design was not recognisable in comparison with the previous plans and they had received technical support from Professor Robert Adam from Adam Architecture. He added that the proposal was quite refreshing, the comments were favourable and the design should be viewed as an entity. Noted.
083/11P (b) West of Waterlooville Forum: The latest West of Waterlooville Forum was held on Wednesday 7 July 2010 and attended by Cllr Lander-Brinkley who handed out leaflets to members which gave details of the anticipated way forward including a proposed hybrid application for an outline application on the principle of development as well as a detailed application for the first phase of 200 new homes. Cllr Lander-Brinkley stated that the first phase would include a crescent of 2 and 3 storey housing with a small square through the crescent which formed the main entrance to the residential area and that development would be less dense closer to the green edge. He added that following talks with the Rowans Hospice a location for the cemetery had been agreed, access into the site from Milk Lane was being re-assessed and depending on funding 40% of housing would be affordable. Cllr Lander-Brinkley concluded by saying that two issues for future consideration might be the re-alignment of parish boundaries and whether the Parish Council would support a reduction in the number of houses proposed if this was put forward by Havant Borough Council. Noted.
084/11P (c) Newlands – Preview Session: An invitation to Councillors had been received from Green Issues Communications to attend a special preview session to view the latest master plan for Newlands. Members were encouraged to attend either the preview session or the public sessions which followed.
Winchester Local Development Framework:
085/11P (a) SHLAA – Creation of Working Party: Cllr Lander-Brinkley stated that no time frame/table within which to work had been set. Following a brief discussion It was RESOLVED that a report would be prepared for the first planning committee meeting in September (September 1st).
Affordable Housing:
086/11P (a) Land adjacent to Old River: There was no new information available. Noted.
087/11P Planning Applications: There were no planning applications for distribution.
088/11P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.
