MINUTES OF THE PARISH COUNCIL MEETING
HELD ON WEDNESDAY 30 JUNE 2010
IN THE DENMEAD COMMUNITY CENTRE,

033/11C Apologies: Apologies were received from Councillor Smart.
034/11C Declarations of Interest: Councillor Hull declared a personal interest in agenda item 8 as Rimor was a supporter of the Denmead Horse Show.
035/11C Minutes of the previous Meeting: The Minutes of the Annual Council meeting held on the 19 May 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman.
036/11C Public Session (SO.68): There was no requirement for a Public Session.
037/11C County Councillor’s Report
C/Cllr Allgood apologised for not having submitted a written report prior to the meeting. He gave a verbal report which is summarised at the end of the minutes. In answer to questions C/Cllr Allgood replied as follows:
• Cracking to the Forest Road surface would be addressed in July.
• Whilst the Regional Development Agency (SEEDA) had been abolished, PUSH still existed but its budget had been cut.
• C/Cllr Allgood supported the idea of speed roundels painted on the road and would speak with Hampshire Highways Area Transport Manager to see if this was possible. Whilst it was not normal practice to do this in Hampshire, Members pointed out to him that there were roundels on the road in Morestead and that the idea of roundels had come from members of the public at the Annual Parish Assembly.
038/11C District Councillor’s Report
Apologies were received from D/Cllr Read. D/Cllr Stallard had submitted a written report which is appended to these minutes.
Cllr Andreoli thanked D/Cllr Stallard for arranging for WCC to write to Havant Borough Council regarding Woodcroft Farm, and for supplying copies of the new PPS3.
There were no questions for D/Cllr Stallard.
Councillor Gibbs joined the meeting and apologised for his late arrival.
Financial
039/11C Orders for Payment (S.O.40): It was unanimously RESOLVED that the payments detailed on the Orders for Payment (list 3) should be ratified in the sum of £29,959.57 including VAT and the receipts of £1,945.18 be noted.
040/11C Accounts: It was NOTED that the accounts for May 2010 have been issued. There were no matters arising.
041/11C Accounts for the year ending 31 March 2010:
(i) The audited accounts for the year to 31 March 2010 were received.
(ii) The audited accounts were unanimously approved by Council and the Chairman and RFO was authorised to sign them on behalf of the Parish Council. The Chairman and RFO duly signed a copy of the accounts.
(iii) Annual Return - 2009/2010 Accounts:
a. The Council NOTED that the Internal Auditor had completed her review of the accounts and completed her audit report
b. The Chairman read out the Annual Governance Statement. Section 2 of the Annual Governance Statement was unanimously APPROVED by Council
c. Council APPROVED the Chairman and RFO to sign Section 1 and the Chairman & Clerk to sign Section 2 of the Return. This was duly done.
d. The Audit Report and Risk Assessment were received by Council and NOTED.
042/11C Cllr Lander-Brinkley referred to the message coming from Central Government regarding the financial position over the next few years. The indication was that there would be no increase in budgets in coming years. Financial prudence and caution were advised in the current financial year. Cllr Reed expressed the view that the income of Council had risen as a result of development and services needed to be maintained.
Village Matters
043/11C Havant and Waterlooville CAB Outreach Service: Cllr Lander-Brinkley had nothing new to report. D/Cllr Stallard was now less hopeful of a successful outcome to an outreach service for Denmead. This matter would be referred back to Full Council only if there was any update. NOTED.
044/11C Natwest Denmead: Cllr Hallett gave an update. There had been little response from NatWest. The News had been positive and had featured the closure. Many residents had signed the petition. George Hollingbury MP had also been very supportive and as a result the Bank would revisit the decision to close the branch but this did not mean the decision would be reversed. The Chairman had spoken to the Manager of LloydsTSB and he was unaware of any plans to relocate his Branch from Denmead. The Parish Council had done all it could to raise awareness and make its feelings know to NatWest Bank. It would now have to await the outcome.
045/11C Denmead Show: The Denmead Show was planned for 21 August 2010. Council discussed having a presence at the show. Members agreed that this would give the public access to the Parish Council and give the Parish Council visibility to its electors. A focus would be needed for the day. It was AGREED to have a presence at the Denmead Show and to agree a theme during the training evening planned for 2 August.
046/11C Correspondence
(a) Letters of thanks for Grants were received from Vitalise, Homestart, Denmead Choral Society and Denmead Community Centre. NOTED.
(b) A letter was received from Dickson Kiti from his school in Mombasa. Cllr Hull thought that the youth club may like to establish pen friend contacts with his pupils but this should first be agreed with the local resident who was his contact. Cllr Hull was encouraged by Council to take up the idea and the receipt of Mr Kiti’s letter was NOTED.
(c) An email had been received from HCC Head of Passenger Transport inviting representation to a consultation evening on concessionary fares. Denmead had pushed to have bus passes used from 9.00am whereas the norm in Hampshire was from 9.30am. If Denmead wanted to keep this concession, then attendance at the consultation was required. It was unanimously AGREED that Cllr Harrison could attend the consultation meeting as an approved duty.
(d) WCC had invited comment upon a refresh of it’s Community Strategy for 2010. It was AGREED that Cllr Hull would read the updated strategy and comment as necessary.
(e) An email had been received from C Riley regarding travellers at Parklands. The businesses at Parklands were upset that travellers had returned again and there had been no action from the landlord to prevent their access. Their presence gave a bad image and could affect their business.
Council discussed this matter and considered that this was private land to which they had little direct influence but Councillors thought that this problem could not be dismissed because it might affect the viability of employers and employment of local people.
It was AGREED that the Council arrange a meeting with businesses on the Park together with the Police and the agent for the Landlord to agree what actions could be taken to prevent further access. Councillors Lander-Brinkley, Knight and G Phillips would attend.
047/11C Parish Scene
(a) Parish Scene 104 has been distributed. Council agreed that the design layout and printing of this issue was a big improvement. Some text on a grey/blue background was difficult for the elderly to read. It was AGREED that the Parish Scene and the website would be entered into HALC’s Communications Awards competition for 2010.
(b) Parish Scene 105 is due for distribution during September. The copy deadline for this issue is 31 July 2010. The Chairman reminded Committee Chairmen to prepare articles for this issue.
(c) There were no other matters arising related to the Parish Scene.
Vacancy on the Parish Council
048/11C Following the resignation of Cllr Bendall, one seat on the Council was now vacant. It was RESOLVED to declare and advertise this vacancy and to follow the required process to first allow electors to request a poll, otherwise to fill the vacancy by co-option..
049/11C Councillor Training: Cllr Lander-Brinkley said that from previous discussions in Council he anticipated that the cost of an outside facilitator was too high and had prepared a programme for the evening. This would be copied to all Councillors in the Friday post. It was AGREED that the training evening would now be held on Monday 2 August at 7.00pm in the Ashling Pavilion.
050/11C Minutes, Reports, Recommendations and Resolutions from Committees (SO.46c)
It was unanimously RESOLVED to accept the Minutes, Reports, Recommendations and Resolutions of the following committee meetings:-
(a) Amenities Committee – Minutes of meeting held 21 April 2010
(b) Finance, Administration & Personnel Committee – Minutes of meeting held 27 April 2010
(c) Highways & General Purposes Committee – Minutes of meeting held 5 May 2010
(d) Planning Committee – Minutes of Meetings held 12 & 26 May and 9 June 2010
051/11C Parish Representation on other bodies and organisations
(a) Children’s Fund (DAN Nights): Cllr Hull reminded Councillors of the Youth Awards Evening on 13 July at 7.00pm in the Pavilion. She also reported an influx of new members in the past few weeks.
(b) Church: Cllr Hallett. Nothing new to report
(c) Denmead Community Association: Cllr C Phillips. Nothing new to report.
(d) Winchester District Association of Local Councils: Cllrs Hallett and Knight. Cllr Hallett had submitted a report which was circulated at the meeting. He considered the meeting were informative and recommended them to other Councillors. He asked that the dates of future meetings were made known to Council. It also gave a networking opportunity and from this he heard that other Parish Councils were having problems with their speed signs due to poor maintenance.
(e) Hambledon and Denmead Welfare & Educational Trust (formerly John Ring Charity): Cllr Hallett. Cllr Hallett had been unable to make the last meeting due to attending a WDALC meeting, so there was nothing to report.
052/11C Any other report which the Chairman deems urgent – no decisions can be made:
(a) Cllr Lander-Brinkley had spoken with Miss Bendall and a farewell event for her would be held towards the end of August /early September.
(b) Cllr G Phillips had noticed that the tarmac in the village centre was breaking up. The Clerk offered to visit and to take some photographs which he would send onto WCC Officers. This offer was accepted.
053/11C It was RESOLVED that in accordance with the Public Bodies (admission to meetings) Act 1960 to exclude the public and press for discussions regarding personnel matters where publicity might be prejudicial to the special nature of the business.
There being no further business, the Chairman declared the meeting closed at 9.54 pm

Hampshire County Council Report
Denmead Parish Council 30 June 2010
Operation Restore – a programme to restore the roads to the condition they were in prior to the last winter. All roads had been surveyed, and prioritised. The two roads identified for repair in Denmead were Kidmore Lane and Sheepwash Lane.. Southwick Road was also programmed for resurfacing in July.
The Regional Development Agency, SEEDA, had been abolished by central government. A Local Enterprise Partnership would replace it. Hampshire had been chosen as the lead for Hampshire, West Sussex, Dorset, Isle of Wight and some of the unitary authorities of including Portsmouth and Poole.
Cllr Allgood referred to recent announcements from central government on plans to cut the deficit. Hampshire expected to be affect by jobs losses and would experience substantial difficulties over the next few years.
The government have said all schools would be given the opportunity to break away from local authority control and become academies. Academies are state-funded schools which have a high degree of autonomy. HCC had a neutral view on this policy. Schools could make an application without any consultation.
The PFI Streetlighting has now been officially launched in Hampshire
Cllr Allgood spoke of the need to attract more foster carers. Whilst they did attract a large number each year, they also lost foster carers. HCC offered training and support to anyone successful in becoming g a foster carer.

WINCHESTER CITY COUNCIL
Report by Councillor Patricia Stallard
Economic Strategy
Cabinet recently approved the Economic Strategy for the Winchester District 2010-2020. The Strategy has a set of specific and measurable goals, together with an Action Plan, and will play an important role in preparing the ground for delivery of the core strategy of the Local Development Framework (LDF) for the District.
Secret Rooms!
In 2009 Members approved proposals for the refurbishment of the Guildhall for the sum of £3.198 million, to be funded from the Capital Programme and by making use of the Bapsy Bequest. In March 2010 structural roof defects were reported and a further sum was added to the scheme budget.
Work started in March - replacement Cornish slates were found in a salvage yard in Cornwall and are being used on the building – the clock face is being repainted; the stone parapets are being cleaned of the thick layer of moss and a structural crack in the Mayor’s Balcony has been repaired. Insulation has been installed in the roof voids (to improve energy efficiency and help reduce heating costs). A new café, kitchen and beer cellar have been constructed and are being fitted out; the lift shaft is being extended and an additional 670 sq ft of floor space has been uncovered (the secret rooms). Fit-out costs for the revealed space has been estimated at an £98,000 so a further report will be submitted to Cabinet in due course. The new café, fronting on to The Broadway, is due to open in July.
Successful LEADER Funding
The LEADER funding scheme has gone from strength to strength during 2009/20. Over £300,000 has been allocated to rural projects to help the economy and support local communities to thrive. Funding has included an apple juice bottling machine which is now used to supply Hampshire schools; outdoor catering equipment and an air source heat pump for a village hall. A new long stay car park has been built at Perins School and a new footpath links the residential area with the school and town centre. Village shops have received funding, eg Cheriton shop received cash for new shelving and refrigeration units and Lotts store in Hambledon has also received funding.
Changes to Planning Management Service
Because of a backlog of work in Planning Management the free pre-application advice service for householder proposals will be suspended for a temporary period from 1st July to 1st September 2010. The free service has often included a meeting with the applicant and a written response to written detailed enquiries. A general enquiry, eg asking if particular types of development require planning permission, will continue to be responded to, in writing.
Abolition of Comprehensive Area Assessment (CAA)
The Coalition Government has agreed that it will cut Local Government inspection and abolish the CAA, with immediate effect. Ending the CAA will remove the overall organisational assessment ratings for Councils and it will be up to local authorities to size opportunities to develop cost-effective and efficient services that local people need – rather than what central Government want!
Address Management - Street Naming and Numbering
Winchester City Council currently provides a comprehensive street naming and numbering service to developers and builders of new residential and commercial properties. The Council has now formally adopted legislation to begin charging for the administration of the service and charging will commence on 1st July 2010.
West of Waterlooville Major Development Area (Grainger Land)
A Consultation Forum, held jointly by Havant Borough Council and Winchester City Council, was held on Thursday 24th June 2010 to discuss a proposal for the major part of the West of Waterlooville Major Development Area. The Forum discussed the proposal for 2,550 homes including up to 40% affordable housing, 2 primary schools, leisure facilities, cricket pitch, multi use games area, multi use sport pitch, youth shelter, skate park, allotments, community centre, health centre, cemetery, employment, children's play areas, public open space, bus service and woodland walks. Developers were given an opportunity to present their proposals to Councillors and local amenity groups.
Public Open Days to discuss the proposals are being arranged for 9th and 10th July 2010 and Grainger are expected to submit a planning application late summer, this year!
Homecoming Parade
Thousands of people lined the streets of Winchester when Her Royal Highness The Duchess of Cornwall formally welcomed home 650 soldiers of 11 Light Brigade accompanied by three military bands on Wednesday 23rd June 2010.
It was the first time a Brigade of such a large size had been welcomed home in this way. Hampshire is home to 11 Light Brigade's Headquarters in Aldershot. The Brigade is made up of many different Regiments and is unique in that it came into existence specifically for a tour of duty in Afghanistan to reduce pressure on other regiments that were being sent out. Some of the units are based in Hampshire but other regiments are based in Edinburgh, Chester, London and Germany. The parade was the final act of 11 Light Brigade before disbanding.
Hospitality Award Scheme
The City Council is looking for restaurants, tea rooms, pubs, cafes and fast food restaurants throughout the District to take part in the Hampshire Hospitality Award assessment scheme. In 2009 a total of 28 businesses in the Winchester District received quality marks. For more details see www.safe2eat.com/Winchester
Major tourism award in sight for Winchester
The City Council has been nominated for a major tourism award alongside companies such as Air France, KLM, and TripAdvisor. The Travolution Award for Best Use of Social Media recognises brands which excel in the fields of online travel distribution, digital marketing, and technology. Previous winners of the award include EasyJet, Expedia and Travelsupermarket.
The awards will be presented in the autumn and are judged by a panel of proven business leaders, experts, and entrepreneurs. Widely recognised as the UK travel industry's highest accolade for innovation and excellence online, nominations are hotly contested. Awards for two more of Winchester’s car parks
Two more of Winchester's car parks - the newly refurbished Tower Street multi-storey car park and the newly opened South Winchester Park and Ride site - have been awarded Parkmark Safer Parking Awards.
The award scheme, which is owned by the Association of Chief Police Officers (ACPO) and administered by the British Parking Association (BPA), awards car parks that meet set standards for reducing the potential for crime to take place. The scheme recognises efforts taken by car park operators such as installing adequate lighting, keeping the car park clean, and carrying out regular patrols. Winchester City Council now manages a total of 18 car parks that have received Parkmark Safer Parking Awards.
Climate Change Declaration
The Winchester Declaration on Climate Change gives organisations of all types - including businesses, charities and the public sector - the opportunity to pledge to reduce their carbon emissions. It was launched to encourage organisations to think about how they can reduce their impact on the environment. The Declaration follows work conducted by Winchester District Strategic Partnership (WDSP) and Winchester Action on Climate Change (WinACC) to cut the carbon footprint of Winchester by 20 per cent by the end of 2012.
Warrens Office, which is based in Winnall, is the latest in a number of local organisations which have signed up to the Declaration. The first wave of organisations to sign up in February this year included Winchester City Council, The University of Winchester, Winchester College, Winchester Area Community Action, and Winchester & Eastleigh HealthCare Trust.
