090/11P Apologies: Apologies were received from Cllrs Gibbs, Hull and Knight.
091/11P Declarations of Interest: There were no declarations of interest made.
092/11P Minutes of Previous Meeting: The Minutes of the meeting held on 7 July 2010 were submitted for approval. It was RESOLVED that the Minutes be accepted as an accurate record and were duly signed by the Chairman of the meeting.
093/11P Public Session: At 7.32 pm the meeting recessed into open forum to allow comments and questions from members of the public. The meeting re-convened at 7.35 pm.
094/11P Planning Applications: It was RESOLVED that the following comments be forwarded to Winchester City Council.

The Parish Council of Denmead, by a unanimous decision, SUPPORTED this proposal.

095/11P Decisions Received: Decisions, which included conditions, had been received. These had been copied from Winchester City Council and had been circulated to members. Noted.
096/11P Matters Arising: There were no matters arising.
Correspondence Received:
097/11P (a) Little Frenchies Field: Correspondence had been received from WCC regarding the proposed open space. Following discussions, it was RESOLVED that a response would be sent agreeing to the placement of the smaller area (365m.sq) of open space but that the Committee would prefer to see the larger area (1144m.sq) sited towards the centre of the development and that is should not include a LAP. It would also be pointed out that part of the open space was already in DPC ownership and maintained by a resident with a LTC. Thanks would be sent to Stuart Dunbar-Dempsey for involving the Parish Council at this early stage.
(b) Email from Hampshire Highways: An email had been received from Darren Lewis confirming the position with regards to tree clearance above the carriageway. Noted.
(c) Havant Borough Core Strategy: A pre-examination meeting notice together with an agenda had been received. Noted.
(d) TPO No 2010: Notification had been received that WCC had made a provisional TPO on an oak on land at 102 Anmore Road. Noted.
098/11P Outstanding Matters: There were no outstanding matters.
Matters at Appeal:
099/11P (a) 20 Mead End Road: Appeal lodged. No new information. Noted.
100/11P (b) Plot 92, Dukes Meadow: Appeal against refusal lodged. No new information. Noted.
101/11P (c) Plot 92, Dukes Meadow: Appeal against Enforcement Notice lodged. No new information. Noted.
Matters relating to building developments within the Parish:
102/11P (a) Land at and to the rear of Buena Vista: No new information. Noted.
West of Waterlooville Major Development Area:
103/11P (a) Newlands – Preview Session: An invitation to Councillors had been received from Green Issues Communications to attend a special preview session to view the latest master plan for Newlands and several Councillors had attended this preview. Noted.
Winchester Local Development Framework:
104/11P (a) SHLAA –Working Party: Notes of the first meeting of the Working Party had been previously circulated. Councillors made comment on the SHLAA sites adjacent to SINC’s. Further meetings of the Working Party was planned to review the remaining sites and an update would be given at a future meeting. Noted.
(b) WCC Cabinet (LDF) Meetimg: This meeting was planned for 22 July and Cllr Lander-Brinkley would attend. Cllr Lander-Brinkley informed Committee that there had been a change of administration at WCC and a change of emphasis. There was a proposal that WCC remained as part of the PUSH consortium and WCC Officers were also recommending that gardens were also still considered for development. Cllr Lander-Brinkley would comment on these two points. It was RESOLVED that Cllr Lander-Brinkley voiced the concerns of the Parish Council on the decision to allow garden development and that PUSH would affect the Southern Parishes more that Winchester. It was further RESOLVED that the WCC officers and PCC members be informed of the Parish Council’s views.
Affordable Housing:
105/11P (a) Land adjacent to Old River: An email from a resident of Old River together with a response from HCC Senior Estates Surveyor had been previously circulated. Noted.
106/11P Planning Applications: There were three planning applications for distribution. It was noted that closing dates for comments was missing.
107/11P Exempt Business: It was RESOLVED that in accordance with the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and press for the discussion of the following matter where publicity might be prejudicial to the special nature of the business namely Enforcement matters, Listed Buildings, Confidential Discussions and Tree Preservation Orders.

Comments on Applications

Mr Stevens, the applicant spoke in support of this application. He did not live on the farm but helped to manage the farm. He needed to be closer to the farm to be available to deal with any incidents that might occur such as intruders or sick animals.
