NOTES OF THE Denmead, Hambledon, Southwick and Widley Safer Neighbourhood Panel
MEETING HELD ON Thursday 22 April 2010 IN THE BARN GREEN ROOM,
THE OLD SCHOOL, SCHOOL LANE, DENMEAD, COMMENCING AT 2.00 PM.

034/10SNP Welcome: Cllr Knight opened the meeting and welcomed those attending.
035/10SNP Presentation by PC Jon Radcliffe Countryside and Wildlife Crime Officer: PC Radcliffe informed those present that he had been in post since May 2009, was responsible for the Winchester Division and that the post had been created following complaints from the rural community about lack of action by the police. He added that the Country Watch scheme was similar to the Neighbourhood Watch scheme and that he now had 350 members who acted as ‘eyes and ears’ and fed in intelligence which allowed him to build up a picture of what was happening within the area. PC Radcliffe continued by stating that he worked with other agencies such as the Environment Agency and HMCR who had extensive powers and that the theft of farm machinery totalled some £75m per year with only 6% being recovered and that this type of crime was linked to terrorism as it being used as a way of moving money between countries.
PC Radcliffe then referred to Wildlife Crime and stated that it was the 3rd biggest money maker after people trafficking and drug trafficking. He added that there were a lot of rare species in this country and that there had been a resurgence in old sports such as Badger Baiting and Dog Fighting. PC Radcliffe stated that Heritage Crime was also part of his responsibility and this area was rich in history with some £7.5m of antiquities being moved out of the country last year alone and that ancient sites were being destroyed.
Cllr Hallett asked about the planting of domestic flowers in the countryside and PC Radcliffe stated that there was an offence if the plant was not indigenous but evidence was difficult to obtain.
Cllr Browton asked about metal detecting and PC Radcliffe explained that landowners’ permission was required and if anything was found it would need to be reported to the owner of the land and the council liaison officer in the first instance. He added that if permission was not obtained prior to a search of the land then the civil offence of trespass would be committed and if anything was found and taken away this would be theft.
Cllr Stallard asked if the police were able to use mobile phone camera footage in evidence if this had been obtained by a member of the public. He replied that the regulations which the police had to abide by did not apply to members of the public. Ms Goulding stated that information on what the public could do in respect of photographing and videoing possible offenders was given at www.respect.gov.uk in the public section of this web site. Sgt Stanton stated that if there was no photographic or video evidence then members of the public should take vehicle numbers and descriptions of people. PC Radcliffe said that if there was any doubt report it.
PC Radcliffe was thanked for his attendance and presentation.
Matters Arising from Previous Meetings:
036/10SNP (a) Youth Provision in Hambledon: Cllr Coates informed members that progress was being made and a qualified youth worker had been in contact and this person was interested in starting something in the near future. Noted.
037/10SNP (b) Purchase of Vehicle: Sgt Stanton stated that this matter was not likely to be progressed because of the advice of the Force solicitor to senior managers. It was AGREED to remove this item from future agendas.
038/10SNP Police: Sgt Stanton provided graphs which detailed Rowdy and Inconsiderate behaviour over the last 3 years for the areas represented at the meeting. He stated that Operation Bounce continued to be implemented during school holidays to good effect with hotspots being targeted.
Cllr Coates drew his attention to an ongoing problem in Hambledon which could amount to harassment and she was encouraged to have the aggrieved person contact the police.
Sgt Stanton then referred to problems in Southwick which were being caused by one individual but following an in depth investigation this had been curtailed.
Sgt Stanton informed members that his team now had access to a speed limit reminder sign and also some of his officers were now trained in the use of a laser speed detection device. He added that recent operations in Hambledon and Denmead had highlighted speeding issues and following a period of giving advice enforcement would take place.
Members complained about the speed of farm vehicles travelling through the villages and also of speeding in Mill Road, Hambledon Road and Forest Road in Denmead and Green Lane in Hambledon.
Cllr Lander-Brinkley referred to two recent incidents in Denmead where the properties were also the subject of planning enforcement and asked if there was any liaison between the police and planning enforcement.
Ms Goulding explained that there was contact between the two authorities.
Finally Sgt Stanton sought confirmation that the two main areas of concern remained Anti-social behaviour and speeding and this was confirmed by those present.
039/10SNP Community Safety Manager – WCC: In the absence of Ms Tuddenham a report was given by Ms Goulding who stated that the recent Community Safety Conference had been a great success with some 100 delegates attending and information was still available on their web site at www.wdsp.co.uk/communitysafety. Ms Goulding continued by stating that work was ongoing in respect of the annual Strategic Assessment, questioned whether the bi-monthly bulletin was being received, sought venues for Community Engagement events and referred to a scheme called ‘Street Briefs’ whereby advice was given to people who were scared of reporting incidents. Ms Goulding concluded by stating that a paper was being prepared which could be used in parish magazines on how to report Anti-social Behaviour and that the Safety Partnership were looking at different ways to engage with communities. It was suggested that they could join with the beat surgeries which were held regularly within the villages.
040/10SNP Neighbourhood Watch: Mr Turner informed those present that the NHW schemes remained fairly static at 52, thanked Sgt Stanton and his team for their efforts in respect of tackling Anti-social Behaviour although incidents of Criminal Damage remained a concern and continued by stating that Anmore Road had requested to be included in the Cold Calling Zone initiative and that there would not be another ‘Smart Water’ order until at least October. Mention was made of the fact that travellers had returned to Parklands and Sgt Stanton stated that businesses were not being allowed to do preventative work to stop this and therefore the police were limited to regular patrols and liaising with the land owner.
Mr Turner asked if there were any details of Southwick and Boarhunt Co-ordinators of which there were none and Cllr Coates stated that at the present time D/Cllr Coates and herself were overseeing the scheme in Hambledon.
041/10SNP Questions: Cllr Lander-Brinkley informed those present that following damage to the pavilion roof it had been decided to use anti-climbing paint in an attempt to prevent this and added that appropriate warning signs would be displayed. Sgt Stanton stated that with the agreement of panel members funding might be available from the SNP budget to help towards the cost of this. There were no dissenters. Denmead Council Parish Clerk to submit an invoice once received.
042/10SNP Next Meeting: It was agreed that the next meeting would be held on Thursday 22 July 2010 at 2.00 pm.
